LHCPG Social Impact Report 2025/26
LHC Procurement Group (LHCPG) believe that procurement should deliver more than compliant contracts. As a not-for-profit procurement organisation, we work with the public sector to create both meaningful and lasting social, economic, and environmental value through every project.

Aligning with a changing landscape
Since its introduction in February 2025, the Procurement Act 2023 has transformed the role of social value in public procurement across England, Wales, and Northern Ireland. The focus has shifted from upfront commitments to ensuring delivery, accountability, and demonstrable outcomes across the entire contract lifecycle.
LHCPG’s three-year Social Value Strategy defines key priorities and commitments for the delivery of purposeful procurement in three key areas, holding us accountable to deliver on:
- Individual Wellbeing
- Planet and Environment
- Social Mobility
Our latest Social Value Impact Report demonstrates how social value has been embedded into our procurement processes to create lasting benefits for people, places and the environment in 2025/26.
The report highlights a significant step forward in both the scale and maturity of our approach. As a result, and through our frameworks, community investment programmes, and people-focused initiatives, we have facilitated an indicative[1] £88.2 million in social value, demonstrating the substantial and tangible difference that purposeful procurement can make.
Highlights of the report
£81 million of social value was delivered through projects procured via our frameworks
£6.2 million of social value was created through our Community Benefit Fund-supported activity
£1 million was generated through people, culture and volunteering initiatives
80% of appointed suppliers were identified as being micro, small, or medium-sized enterprises, helping to strengthen local economies and supply chains, and create opportunities for diverse businesses
Regional based case studies that highlight the significant impact that procurement can make when done with communities in mind
Beyond the numbers, the report reflects a growing shift in the way in which social value is being delivered. We have seen real evidence that embedding social value into framework design, greater transparency in measurement and reporting, and stronger community-led funding are helping ensure impact is meaningful, measurable and aligned to local priorities.
Integrating social value
Our most recent frameworks have been designed with social value at their core rather than an add on. We do this by creating clear, measurable expectations, and supporting clients to monitor delivery throughout the life of projects.
Significantly, our energy-efficient solutions, along with those that support the development of new housing units, were seen to create the most social impact by creating local jobs, driving progress towards net zero, and helping to deliver safe, secure and sustainable housing across Great Britain.
Our frameworks are demonstrating just how procurement can deliver individual and environmental improvements alongside jobs, skills, community investment and stronger local economies.
A community led approach
Through our place-based approach, working alongside our regional committees, we continue to reinvest into community-led projects and local priorities through our Community Benefit Fund (CBF), where we help public sector clients deliver meaningful social impact where it is needed most.
As an advocate for our clients, our ambition is to not only deliver social value in communities, but also to help raise standards across the sector. By supporting organisations to plan, measure and maximise impact through procurement, we are helping turn social value from aspiration into a practical way of improving lives and places.
Continuing the journey
Beyond supporting impact through our frameworks and funding, we have been working with the wider sector to shape the conversation around social value and responsible procurement. By sharing insight, influencing practice and promoting innovation, we hope to drive progress and encourage the use of social value as a catalyst for long-term impact .
This leadership has been recognised through shortlisting for three social value awards during the year including the National Social Value Awards and the GO Awards (for Scotland and Wales) demonstrating the growing recognition of LHC Procurement Group's expertise and influence.
As we look ahead, we remain focused on our role in strengthening partnerships, increasing accountability and providing practical tools for the sector to continue delivering benefits that extend far beyond the delivery of an individual contract.
